Outreach Rescue is committed to expanding access to professional training. In collaboration with Qualsafe, we are currently developing a Level 6 Diploma for paramedics. Subject to HCPC approval, this program would allow students to continue working while they study, making it a practical and accessible path to qualification.
In 2018, the Health & Care Professions Council (HCPC) raised the level of qualification for paramedics’ registration. Previously paramedics needed to achieve ‘Equivalent to Certificate of Higher Education’ to become registered. This was revised to ’Bachelor degree with honours’.
However, this caused some confusion, as many interpreted this to mean obtaining a university degree was the only route to qualification. The HCPC later clarified that while a degree is regarded as “the standard” pathway, alternative routes would also be considered.
“We expect that most of the approved programmes on our approved list will be at, or above, the standard we have outlined, but we realise that there may be some exceptions... By law, we could not refuse to approve a programme just based on the form of award.”

The HCPC’s clarification on this matter inspired the collaborative effort between Outreach Rescue and Qualsafe to work on a new Level 6 Diploma, offering care professionals a practical alternative to university. This program would enable participants to earn while they learn, maintaining their careers without disruption. To enroll in this Level 6 Diploma in Paramedic Science, starting in Year 1, you will need to meet the following criteria:
To join at Year 2, applicants must have earned a Level 5 First Response Emergency and Urgent Care (FREUC 5) qualification or similar. This ensures students have the foundational skills and knowledge required to progress in advanced paramedic training.
This Diploma should not be viewed as easier to attain or inferior to a Degree with Honours obtained at university. Standards for Education in England, Wales and Northern Ireland, place both these qualifications at Level 6. Students will be required to earn 360 credits to acheive a Diploma in Paramedic Science, which is the same number the credits necessary to obtain a BSc (Hons) award.The Diploma is, however, designed to be more flexible than a traditional university course. Students will not be required to enter full-time education, eliminating the need to pause a career to attend university. The course will feature blended learning, combining online self-study with regular practical training sessions hosted by Outreach Rescue. Proof of relevant mentored practice or work experience will also be required.
The Diploma requires 360 credits to complete. Typically, students achieve 120 credits per year, completing the course in 3 years. However, students with prior learning, such as the FREUC 5 qualification (worth 120 credits), may complete the remaining 240 credits in 2 years.
Students will be required to complete 500 hours of operational, practice-based learning per year. This includes time with their employer/sponsoring organisation, placements in hospitals or similar settings, and approximately six weeks per year at Outreach Rescue. The number of hours are subject to change and will be finalised upon HCPC approval.
Yes, this Level 6 Diploma is being developed in accordance with HCPC standards and is pending their formal approval. Once approved, the qualification will meet the necessary requirements for HCPC registration, ensuring students can practice as qualified paramedics upon completion.
